On May 27, 2015, the Office of Federal Contract Compliance Programs (OFCCP) posted a new sample Affirmative Action Plans (AAPs) page containing an Executive Order 11246 AAP, a VEVRAA AAP, and a Section 503 AAP. The sample AAPs can be found at: http://www.dol.gov/ofccp/regs/compliance/AAPs/AAPs.htm.
The VEVRAA and Section 503 samples provided are examples of “transitional” AAPs and were created with an AAP year of January 1, 2015 through December 31, 2015. While these may be helpful for contractors, as of May 2015, many contractors are entering into their second AAP following the effective date of new regulations, March 24, 2014. The OFCCP has stated that they will be providing four-year sample AAPs with three years of applicant and hire data, however, they have not provided a specific date for this, only stating it would be soon. The EO 11246 sample AAP has had minor updates. It now lists gender identity and sexual orientation in the list of impermissible bases of discrimination. However, 2000 Census data is still used in the section for Determining Availability even though contractors were required to begin using the EEO 2006-2010 American Community Survey Tabulation data on January 1, 2014.
