On September 25, 2014, the Veterans’ Employment and Training Service (VETS) published the Final Rule regarding the filing requirements for federal contractors. The Department of Labor (DOL) also submitted, on behalf of the VETS, the proposed revisions to the Federal Contractor Veterans’ Employment Report to the Office of Management and Budget (OMB). The finalized filing requirements can be found at: http://www.gpo.gov/fdsys/pkg/FR-2014-09-25/pdf/2014-22818.pdf. The notice of proposed revisions to the VETS Report can be found at: http://www.gpo.gov/fdsys/pkg/FR-2014-09-25/pdf/2014-22819.pdf.
The Final Rule rescinds the regulations at 41 CFR 61-250 and revises the regulations at 41 CFR 61-300. With the rescission of 41 CFR 61-250 comes the obsolescence of the VETS-100 Report. The current VETS-100A Report has been revised and renamed the VETS-4212 Report. The most significant change to the Report is that now protected veterans are to be reported only by job category, not protected veteran category within the job categories. This summarization removes the possibility of employees counted multiple times if they fall into multiple protected veterans categories. These changes regarding the filing requirements will take effect for the 2015 filing period.
