Final Rule for VETS Filing Requirements and Proposed VETS-Report Revisions

On September 25, 2014, the Veterans’ Employment and Training Service (VETS) published the Final Rule regarding the filing requirements for federal contractors. The Department of Labor (DOL) also submitted, on behalf of the VETS, the proposed revisions to the Federal Contractor Veterans’ Employment Report to the Office of Management and Budget (OMB).

Notice of Proposed Rulemaking for Pay Transparency Published

On September 17, 2014, the Office of Federal Contract Compliance Programs (OFCCP) published the Notice of Proposed Rule Making (NPRM) on Government Contractors, Prohibitions Against Pay Secrecy Policies and Actions, implementing Executive Order 13665. The executive order, signed by President Obama on April 8, 2014, amended section 202 of Executive Order 11246 to include prohibiting contractors from discriminating against an employee or applicant that has inquired about, discussed, or disclosed their own compensation or that of another employee or applicant.

OFCCP Requests Approval to Modify Disability Invitation

On September 8, 2014, the Office of Management and Budget (OMB) received a request from the Office of Federal Contract Compliance Programs (OFCCP) for two modifications to the Voluntary Self-Identification of Disability form. The first change requested would allow the form to be translated into seven more languages in addition to English and Spanish. The second modification would replace the check boxes on the form with a drop down menu and include the question, “Do you have a disability?” preceding the menu.
