On June 17, 2014, the Department of Labor (DOL) published a notice of proposed rulemaking (NPRM) in the Federal Register which would establish a minimum wage for federal contractors. The purpose of the proposed rule is to implement Executive Order 13658 signed by President Obama on February 12, 2014, which establishes a minimum wage of $10.10 to be paid by federal contractors to workers performing on covered contracts beginning January 1, 2015. The Executive Order requires that the Secretary of Labor annually set the minimum wage, and publish the rate at least 90 days prior to January 1 of the following year. The minimum wage shall be increased based upon the annual percentage increase of the Consumer Price Index for Urban Wage Earners and Clerical Workers. These regulations would not affect contracts that are already in place and would only apply to new contracts entered into after the effective date of January 1, 2015. The NPRM will be open to comments until July 17, 2014.
