U.S. Census Bureau Releases Disability Employment Tabulation 2008-2010

On March 14, 2013, the U.S. Census Bureau released the Disability Employment Tabulation 2008-2010 (3-year ACS data) which is sponsored by the Department of Labor’s Office of Disability Employment Policy (ODEP) and Office of Federal Contract Compliance Programs (OFCCP). The data is currently available at the United States, State, and Core Based Statistical Area (CBSA) levels and can be broken down by detailed census occupation codes, EEO occupational groups, and EEO categories, among others.  As with the EEO Tabulation, the data for each subject is presented as a total of both sexes, then the individual totals for males and females. The Disability Employment Tabulation differs in that for each subject, the total of the sexes and the individual sexes are provided for both individuals with a disability and with no disability. There are nine table sets, all of which are currently available on the American FactFinder website with the exception of 7C, which has a release date of April 11, 2013 listed.  The data release on the Census FTP site is expected in April 2013.

The OFCCP has been developing revisions to the nondiscrimination and affirmative action regulations regarding individuals with disabilities.  These proposed changes include a 7 percent utilization goal of individuals with disabilities for all job groups.  The Disability Employment Tabulation shows that on a national level, individuals with disabilities account for 6.0 percent of the civilian labor force, as stated in the release.  When data for the total civilian labor force is separated into the nine EEO-1 job categories, the percentage of individuals with disabilities within each group ranges from a high of 8.0 percent in Operatives to a low of 3.9 percent in Professionals.  The percentages of individuals with disabilities are below the proposed 7 percent utilization goal in six of the EEO-1 Categories. While the use of this data is currently not required, the OFCCP has projected the final rule on the revisions to the nondiscrimination and affirmative action regulations regarding individuals with disabilities to be completed in April 2013.
