Notification of Employee Rights

On January 30, 2009, President Obama signed Executive Order 13496 which required federal contractors to post a notice informing employees of their rights under federal labor laws. The executive order can be found at Executive Order 13496.

The Secretary of Labor was instructed to develop a rule regarding the executive order.  The proposed rule was published in the Federal Register on August 3, 2009.

The new executive order revoked President Bush’s Executive Order 13201 that required federal contractors to post a notice informing employees of their right not to join a union and to refuse to pay union dues not related to collective bargaining and related activities, known as the “Beck” notice.
